Except as otherwise provided in this section, none of the funds authorized to be appropriated by this Act or otherwise made available for the Department of Defense for fiscal year 2015 may be obligated or expended to retire, prepare to retire, inactivate, or place in storage a cruiser or dock landing ship. As provided by section 8107 of the Consolidated Appropriations Act, 2014 ( Public Law 113–76 ), the Secretary of the Navy shall begin the upgrade of two cruisers during fiscal year 2015, including— hull, mechanical, and electrical upgrades; and combat systems modernizations.
