Section 70702(a) of title 51, United States Code, is amended by striking paragraph
(3)and inserting the following: any other orbital or suborbital space vehicle carrying humans— that is owned by the Federal Government; or that is being used pursuant to a contract or Space Act Agreement, as defined in section 2 of the National Aeronautics and Space Administration Authorization Act of 2014, with the Federal Government for carrying a researcher or payload funded by the Federal Government; or .
