Section 304 ( 20 U.S.C. 9623 ) is amended— in paragraph (1), by striking

(1)and inserting

(1); Director.— in paragraph (2), by striking

(2)and inserting

(2); and State.— by redesignating paragraphs

(1)and

(2)(as so amended) as paragraphs

(2)and (5), respectively; by inserting before paragraph

(2)(as so redesignated) the following new paragraph: The terms elementary school , local educational agency , and secondary school have the meanings given those terms in section 9101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). ; and by inserting after paragraph

(2)(as so redesignated), the following new paragraphs: The term school leader has the meaning given the term in section 102. The term Secretary means the Secretary of Education. .
