Section 177 ( 20 U.S.C. 9567b ) is amended— in subsection (a)— in paragraph (1)(A), by inserting and youth after children ; in paragraph (2), by striking scientifically based educational practices and inserting educational practices, including the use of technology based on scientifically valid research, ; in paragraph (4), by striking based and inserting valid ; in paragraph (10), by inserting before the semicolon the following: , including how secondary school credentials are related to postsecondary and employment outcomes ; by redesignating paragraphs

(3)to read as follows: An eligible applicant that wishes to receive a grant, or enter into a contract or cooperative agreement, under this section shall submit an application to the Special Education Research Commissioner at such time, in such manner, and containing such information as the Special Education Research Commissioner may require. An application submitted under subparagraph
(A)shall describe how the eligible applicant will address and demonstrate progress on the requirements of the performance management system described in section 185, with respect to the activities that will be carried out under such grant, contract, or cooperative agreement. ; and by adding at the end the following: Notwithstanding any other provision of law, the grants, contracts, and cooperative agreements under this section may be awarded, on a competitive basis, for a period of not more than 5 years, and may be renewed at the discretion of the Special Education Research Commissioner for an additional period of not more than 2 years if the recipient demonstrates progress on the requirements of the performance management system described in section 185, with respect to the activities carried out under the grant, contract, or cooperative agreement received under this section. ; by amending subsection
(e)to read as follows: The Special Education Research Center shall synthesize and, consistent with section 114(j), widely disseminate and promote utilization of the findings and results of special education research conducted or supported by the Special Education Research Center. ; and in subsection (f), by striking part such sums as may be necessary for each of fiscal years 2005 through 2010 and inserting part— for fiscal year 2015, $54,000,000; for fiscal year 2016, $54,108,000; for fiscal year 2017, $55,298,376; for fiscal year 2018, $56,625,537; for fiscal year 2019, $58,154,426; and for fiscal year 2020, $65,645,169. .
