Section 102(a) ( 25 U.S.C. 4112(a) ) is amended by inserting after and below paragraph
(2)the following: The Secretary may grant a waiver of the submission requirements under paragraph
(1)upon meeting certain factors that shall be set out by regulation, and provided further that a request for such waiver shall be deemed approved if the Secretary does not act on such request within 60 days of receipt. .
