Congress finds that— the national debt being over $17,000,000,000,000 in 2014— threatens the current and future prosperity of the United States; undermines the national security interests of the United States; and imposes a burden on future generations of United States citizens; and revenue generated from the development of the natural resources in the United States should be used to reduce the national debt.
