A certification described in this section is a certification of the President to Congress that Ukrainian sovereignty, independence, and territorial integrity is not being violated by the Russian Federation or any other state actor. The President shall submit the certification described in subsection
(a)to the appropriate congressional committees in writing and shall include a justification for the certification. The certification described in subsection
(a)shall be submitted in unclassified form but may contain a classified annex.
