Section 3 ( 25 U.S.C. 4102 ) is amended— by designating the first sentence as subsection (a); and by adding at the end the following new subsection: The Secretary shall develop and implement a policy that promotes increased hiring and appointment of Indians and Native Hawaiians (as such term is defined in section 801) to vacancies in any positions in the Department of Housing and Urban Development’s Office of Native American Programs that involve the administration of functions or services affecting Indians or Native Hawaiians. .
