Subtitle A of title II ( 25 U.S.C. 4131 et seq. ) is amended by adding at the end the following new section: Notwithstanding any other provision of law, a recipient authorized to receive funding under this Act may, in its discretion, use funding from the Indian Health Service of the Department of Health and Human Services for construction of sanitation facilities for housing construction and renovation projects that are funded in part by funds provided under this Act. .
