In this Act: The term congressional veterans committees means the Committees on Veterans’ Affairs of the House of Representatives and the Senate. The term Gulf War means the Southwest Asia theater of operations from August 2, 1990, to July 31, 1991. The term Gulf War veteran means an individual who served as a member of the Armed Forces in the Gulf War.
