None of the funds made available in this Act to any water program within the State of California may be made available to an entity if such entity is not in compliance with the provisions of the State of California's Statewide Groundwater Elevation Monitoring program authorized by SBX7–6, enacted in November 2009. None of the funds made available in this Act to any water program within the State of California may be made available to any Central Valley Project irrigation contractor if such entity does not meet agricultural water management planning requirements established by SBX7–7, enacted in November 2009.
