Section 702 of the Homeland Security Act of 2002 ( 6 U.S.C. 342 ) is amended by adding at the end of subsection (b)(2) the following new subparagraph: Notwithstanding section 902 of title 31, United States Code, provide leadership over financial management policy and programs for the Department as they relate to the Department’s acquisitions programs, in consultation with the Under Secretary for Management. .
