Section 15 of the of the National Institute of Standards and Technology Act ( 15 U.S.C. 278e ) is amended— by striking of the Government; and and inserting of the Government; ; by striking transportation services for employees of the Institute and inserting transportation services for employees, associates, or fellows of the Institute ; and by striking Code. and inserting Code; and
(i)the protection of Institute buildings and other plant facilities, equipment, and property, and of employees, associates, visitors, or other persons located therein or associated therewith, notwithstanding any other provision of law. . Section 19 of the National Institute of Standards and Technology Act ( 15 U.S.C. 278g–2 ) is amended to read as follows: The Director, in conjunction with the National Academy of Sciences, shall establish and conduct a post-doctoral fellowship program that shall include not less than 20 new fellows per fiscal year. In evaluating applications for fellowships under this section, the Director shall give consideration to the goal of promoting the participation of underrepresented minorities in research areas supported by the Institute. .
