The Secretary of the Interior, acting through the Bureau of Reclamation, shall conduct a peer-reviewed study of the options and costs regarding any modifications to affected irrigation systems, cooling systems, and private wells that would be needed if the 4 lower Snake River dams were removed. Not later than 12 months after the date of enactment of this Act, the Secretary of the Interior shall transmit a report on the study— to the Secretary of the Army for consideration in developing the updated feasibility study under section 8; and to Congress.
