This subtitle and the amendments made by this subtitle shall take effect on October 1 of the second fiscal year of the transition period. If, as a result of judicial review authorized by section 312, any provision of subtitle A is held to be invalid and implementation of the provision or any activity conducted under the provision is enjoined, this subtitle and the amendments made by this subtitle shall not take effect, or if the effective date specified in subsection
(a)has already occurred, this subtitle shall have no force and effect and the amendments made by this subtitle are repealed.
