Section 701(b) of title 5, United States Code, is amended— in paragraph (1), by striking and at the end; in paragraph (2), by striking the period at the end, and inserting ; and ; and by adding at the end the following: substantial evidence means such relevant evidence as a reasonable mind might accept as adequate to support a conclusion in light of the record considered as a whole, taking into account whatever in the record fairly detracts from the weight of the evidence relied upon by the agency to support its decision. .
