Sec. 586. Independent assessment of risk and resiliency of United States Special Operations Forces and effectiveness of the Preservation of the Force and Families and Human Performance Programs

The Secretary of Defense shall provide for an independent assessment of— the mental, behavioral, and psychological health challenges facing members of the Armed Forces assigned to special operations forces; and the effectiveness of the Preservation of the Force and Families Program and the Human Performance Program of the United States Special Operations Command in addressing such challenges. To conduct the assessment required by subsection (a), the Secretary of Defense shall select a federally funded research and development center or another appropriate independent entity. The assessment required by subsection
(a)shall specifically include the following: The factors contributing to the mental, behavioral, and psychological health challenges facing members of the Armed Forces assigned to special operations forces. The effectiveness of the Preservation of the Force and Families Program in addressing the mental, behavioral, and psychological health of members of the special operations forces, including the extent to which measurements of effectiveness are being utilized to assess progress— in reducing suicide and other mental, behavioral, and psychological risks; and in increasing the resiliency of such members. The effectiveness of the Human Performance Program in improving the mental, behavioral, and psychological health of members of the special operations forces, including the extent to which measurements of effectiveness are being utilized to assess progress— in reducing suicide and other mental, behavioral and psychological risks; and in increasing the resiliency of such members. Such other matters as the Secretary of Defense considers appropriate. Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report containing the results of the assessment conducted under subsection (a).
