Sec. 3122. Limitation on availability of funds for certain nonproliferation activities between the United States and the Russian Federation

It is the sense of Congress that— the United States should carry out nuclear nonproliferation activities in the Russian Federation only if those activities are consistent with and in support of the security interests of the United States; and in carrying out any such activities after the date of the enactment of this Act, the Secretary of Energy should focus on only those activities that— are in support of the arms control obligations of the United States and the Russian Federation; or will reduce the threats posed by weapons of mass destruction and related materials and technology to the United States and countries in the Euro-Atlantic and Eurasian regions. Except as provided in paragraph
(2)or specifically authorized by Congress, international material protection, control, and accounting activities in the Russian Federation shall be completed not later than fiscal year 2018. The limitation in paragraph
(1)shall not apply to international material protection, control, and accounting activities in the Russian Federation associated with the Agreement Concerning the Management and Disposition of Plutonium Designated as No Longer Required for Defense Purposes and Related Cooperation, signed at Moscow and Washington August 29 and September 1, 2000, and entered into force July 13, 2011 (TIAS 11–713.1), between the United States and the Russian Federation. None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2015 for the National Nuclear Security Administration may be used for the transfer of Multiple Integrated Laser Engagement System technology between the United States and the Russian Federation.
