It is the sense of Congress that— a health and usage monitoring system for current and future helicopter platforms of the Army that provides early warning for failing systems may reduce costly emergency maintenance, improve maintenance schedules, and increase fleet readiness; and the Secretary of the Army should— consider establishing health and usage monitoring requirements; and after any decision to proceed with a program of record for such system, use full and open competition in accordance with the Federal Acquisition Regulation.
