Sec. 1626. Annual briefing on the intelligence, surveillance, and reconnaissance requirements of the combatant commands

At the same time that the President’s budget is submitted pursuant to section 1105(a) of title 31, United States Code, for each of fiscal years 2016 through 2020— the Chairman of the Joint Chiefs of Staff shall provide to the congressional defense committees, the Permanent Select Committee on Intelligence of the House of Representatives, and the Select Committee on Intelligence of the Senate a briefing on— the intelligence, surveillance, and reconnaissance requirements, by specific intelligence capability type, of each of the combatant commands; for the year preceding the year in which the briefing is provided, the satisfaction rate of each of the combatant commands with the intelligence, surveillance, and reconnaissance requirements, by specific intelligence capability type, of such combatant command; and a risk analysis identifying the critical gaps and shortfalls in such requirements in relation to such satisfaction rate; and the Under Secretary of Defense for Intelligence shall provide to the congressional defense committees, the Permanent Select Committee on Intelligence of the House of Representatives, and the Select Committee on Intelligence of the Senate a briefing on short-term, mid-term, and long-term strategies to address the critical intelligence, surveillance and reconnaissance requirements of the combatant commands.
