None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2015 for the Department of Defense may be obligated or expended to integrate a missile defense system of the People’s Republic of China into any missile defense system of the United States. It is the sense of Congress that missile defense systems of the Russian Federation should not be integrated into the missile defense systems of the United States or the North Atlantic Treaty Organization
(NATO)if such integration undermines the security of the United States or NATO, respectively.
