Sec. 1251. Strategy to prioritize United States defense interests in the Asia-Pacific region

Not later than 1 year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report that contains the strategy of the Department of Defense to prioritize United States defense interests in the Asia-Pacific region. The report required by paragraph
(1)shall address the following: United States national security interests in the Asia-Pacific region. The security environment, including threats to global and regional United States national security interests emanating from the Asia-Pacific region, including efforts by the People’s Republic of China to advance their national interests in the Asia-Pacific region. Regional multilateral institutions, such as the Association of Southeast Asia Nations (ASEAN). Bilateral security cooperation relationships, including military-to-military engagements and security assistance. United States military presence, posture, and capabilities supporting the rebalance to the Asia-Pacific region. Humanitarian and disaster relief response capabilities. International rules-based structures. Actions the Department of Defense could take, in cooperation with other Federal agencies, to advance United States national security interests in the Asia-Pacific region. Any other matters the Secretary of Defense determines to be appropriate. The report required by paragraph
(1)shall be submitted in unclassified form, but may contain a classified annex if necessary. The report required by subsection (a)(1) shall be informed by the results of the integrated, multi-year planning and budget strategy for a rebalancing of United States policy in Asia submitted to Congress pursuant to section 7043(a) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2014 (division K of the Consolidated Appropriations Act, 2014 ( Public Law 113–76 ; 128 Stat. 533)). The President, acting through the Director of the Office of Management and Budget, shall ensure that the annual budget submitted to Congress under section 1105 of title 31, United States Code, clearly highlights programs and projects that are being funded in the annual budget of the United States Government that relate to the strategy required by subsection (a)(1) and the integrated strategy referred to in subsection (b).
