Sec. 1221. Commanders’ Emergency Response Program in Afghanistan

Section 1201 of the National Defense Authorization Act for Fiscal Year 2012 ( Public Law 112–81 ; 125 Stat. 1619), as most recently amended by section 1211 of the National Defense Authorization Act for Fiscal Year 2014 ( Public Law 113–66 ; 127 Stat. 904), is further amended by striking fiscal year 2014 each place it appears and inserting fiscal year 2015 . Subsection
(b)of such section, as so amended, is further amended— in the subsection heading, by striking and inserting Quarterly ; and Semi-annual in paragraph (1)— in the paragraph heading, by striking and inserting Quarterly ; Semi-annual by striking fiscal year quarter and inserting half fiscal year ; and by striking that quarter and inserting that half fiscal year . Subsection
(a)of such section, as so amended, is further amended by striking $60,000,000 and inserting $10,000,000 . Subsection
(e)of such section is amended by striking $20,000,000 and inserting $2,000,000 . Subsection
(g)of such section is amended— in the matter preceding paragraph (1), by striking $5,000,000 and inserting $500,000 ; in paragraph (1), by striking to advance the military campaign plan for Afghanistan and inserting to directly benefit the security or stability of the people of Afghanistan ; and in paragraph (3), by striking any agreement with either the Government of Afghanistan, and inserting any written agreement with either the Government of Afghanistan, an entity owned or controlled by the Government of Afghanistan, . Not later than 15 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a copy of the guidance issued by the Secretary to the Armed Forces concerning the Commanders' Emergency Response Program in Afghanistan as revised to take into account the amendments made by this section.
