Sec. 1063. Certification for realignment of forces at Lajes Air Force Base, Azores

Prior to taking any action to realign forces at Lajes Air Force Base, Azores, the Secretary of Defense shall certify to the congressional defense committees that— the action is supported by a European Infrastructure Consolidation Assessment initiated by the Secretary of Defense on January 25, 2013, including a specific assessment of the efficacy of Lajes Air Force Base, Azores, in support of the United States overseas force posture; and the Secretary of Defense has determined, based on an analysis of operational requirements, that Lajes Air Force Base is not an optimal location for United States Special Operations Command or for United States Africa Command.
The certification shall include a discussion of the basis for such determination.
