Sec. 1014. Extension and modification of authority for joint task forces supporting law enforcement agencies conducting activities to counter transnational organized crime to support law enforcement agencies conducting counter-terrorism activities

Subsection
(a)of section 1022 of the National Defense Authorization Act for Fiscal Year 2004 ( 10 U.S.C. 371 note) is amended by inserting or counter-transnational organized crime activities after counter-terrorism activities . Subsection
(b)of such section is amended— by striking 2015 and inserting 2020 ; by inserting for drug interdiction and counter-drug activities that are after funds ; and by inserting or counter-transnational organized crime after counter-terrorism . Subsection
(c)of such section is amended— in the matter preceding paragraph (1)— by striking after 2008 ; and by striking Congress and inserting the congressional defense committees ; in paragraph (1)— by inserting , counter-transnational organized crime, after counter-drug the first place it appears; and by striking counterterrorism support and inserting counter-terrorism or counter-transnational organized crime support ; in paragraph (2), by inserting before the period the following: , and a description of the objectives of such support ; and in paragraph (3), by striking conducting counter-drug operations and inserting exercising the authority under subsection
(a). Subsection (d)(2) of such section is amended— in subparagraph
(A)by inserting or counter-transnational organized crime after counter-terrorism ; in subparagraph (B)— by striking Congress and inserting the congressional defense committees ; and by inserting before the period at the end of the second sentence the following: , together with a description of the vital national security interests associated with the support covered by such waiver ; and by striking subparagraph (C). Such section is further amended by adding at the end the following new subsection: In this section, the term transnational organized crime has the meaning given such term in section 1004(j) of the National Defense Authorization Act for Fiscal Year 1991 ( Public Law 101–510 ; 10 U.S.C. 374 note). For purposes of applying the definition of transnational organized crime under paragraph
(1)to this section, the term illegal means , as it appears in such definition, includes the trafficking of money, human trafficking, illicit financial flows, illegal trade in natural resources and wildlife, trade in illegal drugs and weapons, and other forms of illegal means determined by the Secretary of Defense. .
