There is authorized to be appropriated to AIFA to carry out this title, to make direct loans and loan guarantees under this title, not more than $10,000,000,000, to remain available until expended, of which amount, not more than $25,000,000 for each of fiscal years 2014 through 2015, and not more than $50,000,000 for fiscal year 2016 may be used for administrative costs of AIFA. Such amount shall earn interest. Not more than 5 percent of such amount shall be used to offset subsidy costs associated with rural infrastructure projects.
