The Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq. ) is amended— by striking best scientific and commercial data available each place it appears and inserting best scientific and economic data available at the time, including analysis of the costs and benefits of the matter under consideration ; and by adding at the end the following: Nothing in this Act shall be construed to authorize the use of this Act or the rules and regulations promulgated pursuant to this Act to regulate greenhouse gas emissions. .
