Section 1913 of the Public Health Service Act ( 42 U.S.C. 300x–2 ), as amended, is further amended by adding at the end the following: In implementing a plan submitted under section 1912(a), a State receiving grant funds under section 1911 may make such funds available to providers of services described in subsection
(b)for the provision of services without fiscal year limitation. .
