Each dollar amount increased under section 2 of the Veterans’ Compensation Cost- of-Living Adjustment Act of 2013 ( Public Law 113–52 ), if not a whole dollar amount, shall be rounded to the next lower whole dollar amount. Subsection
(a)shall apply with respect to a payment made after the date of the enactment of this Act.
