Of the amounts appropriated for Working Capital Fund, Army , $150,000,000 shall be available for the Industrial Mobilization Capacity account: , That the Secretary of the Army shall— Provided Assign the arsenals sufficient workload to maintain the critical capabilities identified in the Army Organic Industrial Base Strategy Report; Ensure cost efficiency and technical competence in peacetime, while preserving the ability to provide an effective and timely response to mobilizations, national defense contingency situations, and other emergent requirements;
Release the Army Organic Industrial Base Strategy Report not later than 30 days after the enactment of this Act; and Brief the congressional defense committees not later than 90 days after the enactment of this Act to ensure sufficient workload for the efficient operation of the arsenals.
