The amounts appropriated in title I and II of this Act are hereby reduced by $8,000,000: That the reduction shall be applied to funding for general and flag officers within the military personnel and operation and maintenance appropriations: Provided , , That the Secretary of Defense shall notify the congressional defense committees of the reduction by appropriation and budget line item not later than 90 days after the enactment of this Act: Provided further , That none of the funds made available by this Act may be used for flag or general officers for each military department that are in excess to the number of such officers serving in such military department as of the date of enactment of this Act.
