The Secretary shall establish by notice such requirements as may be necessary to implement sections 210, 212, 220, 238, and 242 under this title and the notice shall take effect upon issuance: , That the Secretary shall commence rulemaking based on the initial notice no later than the expiration of the 6-month period following issuance of the notice and the rulemaking shall allow for the opportunity for public comment.
