None of the funds appropriated or otherwise made available by this Act may be used for decommissioning the Combined Heat and Power Plant at Clear Air Force Station, Alaska, until the Comptroller General of the United States conducts a review of the data used by the Department of Defense, including data in the Environmental Impact Statement and Fiscal Year 2010 Feasibility Study, to determine whether decommissioning the Combined Heat and Power Plant is the most cost-effective and beneficial option for the day-to-day operations and missions at the installation in support of United States national security.
