Section 3111(e) of title 5, United States Code, is amended— by striking
(e)and inserting (e)(1) ; and by adding at the end the following new paragraph: In this section, the term agency includes the Congressional Budget Office, except that in the case of the Congressional Budget Office— any student who provides voluntary service in accordance with this section shall be considered an employee of the Congressional Budget Office for purposes of section 203 of the Congressional Budget Act of 1974 (relating to the level of confidentiality of budget data); and the authority granted to the Office of Personnel Management under this section shall be exercised by the Director of the Congressional Budget Office. . The amendment made by subsection
(a)shall apply with respect to fiscal year 2014 and each succeeding fiscal year.
