Section 702(e)(1) ( 50 U.S.C. 1881a(e)(1) ) is amended— by striking that meet and inserting the following: that— meet ; in subparagraph
(A)(as designated by paragraph
(1)of this section), by striking the period and inserting ; and ; and by adding at the end the following new subparagraph: consistent with such definition— minimize the acquisition, and prohibit the retention and dissemination, of any communication as to which the sender and all intended recipients are determined to be located in the United States at the time of acquisition, consistent with the need of the United States to obtain, produce, and disseminate foreign intelligence information; and prohibit the use of any discrete communication that is not to, from, or about the target of an acquisition and is to or from an identifiable United States person or a person reasonably believed to be located in the United States, except to protect against an immediate threat to human life. .
