Congress finds the following: The United States would benefit from predictable, efficient, and transparent export control policies. Such export control policies should focus on the mutually reinforcing goals of— adequate national security; and increased global competitiveness and job growth. It is the sense of Congress that the Export Administration Act of 1979 (50 U.S.C. App. 2401 et seq.), as continued in effect pursuant to the International Emergency Economic Powers Act ( 50 U.S.C. 1701 et seq. ), has become obsolete and should be reformed and reauthorized.
