Sec. 1060. Sense of Congress on further strategic nuclear arms reductions with the Russian Federation

It is the sense of Congress that, if the United States seeks further strategic nuclear arms reductions with the Russian Federation that are below the levels of the New START Treaty, such reductions should— be pursued through a mutually negotiated agreement with Russia; be verifiable; be made pursuant to the treaty-making power of the President as set forth in Article II, section 2, clause 2 of the Constitution; and take into account the full range of nuclear weapon capabilities that threaten the United States and the forward-deployed forces and allies of the United States, including such capabilities relating to nonstrategic nuclear weapons.
The term New START Treaty means the Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms, signed on April 8, 2010, and entered into force on February 5, 2011.
