Sec. 941. Integrated policy to deter adversaries in cyberspace

The President shall establish an interagency process to provide for the development of an integrated policy to deter adversaries in cyberspace. The objective of the interagency process established under subsection
(a)shall be to develop a deterrence policy for reducing cyber risks to the United States and our allies. Not later than 270 days after the date of the enactment of this Act, the President shall submit to the congressional defense committees a report setting forth the integrated policy developed pursuant to subsection (a). The report under paragraph
(1)shall be submitted in unclassified form, but may include a classified annex.
