Sec. 1254. Report on military and security developments involving the Russian Federation

Not later than June 1, 2014, the Secretary of Defense shall submit to the specified congressional committees a report on the security and military strategy of the Russian Federation. The report required under subsection
(a)shall include the following: An assessment of the security priorities and objectives of Russia. The goals and factors shaping Russian security and military strategy, including military spending and investment priorities. An assessment of the Russian military’s force structure. Recent developments in Russian military doctrine and training. The current state of United States military-to-military cooperation with Russia’s armed forces, which shall include the following: A comprehensive and coordinated strategy for such military-to-military cooperation. A summary of all such military-to-military cooperation during the one-year period preceding the report, including a summary of topics discussed. A description of such military-to-military cooperation planned for the 12-month period following such report. The Secretary's assessment of the benefits the Russians expect to gain from such military-to-military cooperation. The Secretary's assessment of the benefits the Department of Defense expects to gain from such military-to-military cooperation, and any concerns regarding such cooperation. The Secretary's assessment of how such military-to-military cooperation fit into the larger security relationship between the United States and the Russian Federation. A description of Russia’s key military-to-military relationships with other countries, and how these relationships fit into Russia’s larger security and military strategy. Other military and security developments involving Russia that the Secretary of Defense considers relevant to United States national security. The report required under subsection
(a)shall be submitted in unclassified form, but may include a classified annex. In this section the term specified congressional committees means— the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives; and the Committee on Armed Services and the Committee on Foreign Relations of the Senate.
