Sec. 1208. Support of foreign forces participating in operations to disarm the Lord’s Resistance Army

Pursuant to the policy established by the Lord’s Resistance Army Disarmament and Northern Uganda Recovery Act of 2009 ( Public Law 111–172 ; 124 Stat. 1209), the Secretary of Defense may, with the concurrence of Secretary of State, provide logistic support, supplies, and services, and intelligence support, to foreign forces participating in operations to mitigate and eliminate the threat posed by the Lord’s Resistance Army as follows: The national military forces of Uganda. The national military forces of any other country determined by the Secretary of Defense to be participating in such operations.
Of the amount authorized to be appropriated for a fiscal year for the Department of Defense for operation and maintenance, not more than $50,000,000 may be used in such fiscal year to provide support under subsection (a). Amounts available under this subsection for a fiscal year for support under the authority in subsection
(a)may be used for support under that authority that begins in such fiscal year but ends in the next fiscal year. The Secretary of Defense may not use the authority in subsection
(a)to provide any type of support that is otherwise prohibited by any provision of law. Of the amount available under subsection
(b)for fiscal year 2014, not more than $37,500,000 may be obligated or expended to provide support under subsection
(a)until the Secretary submits to the appropriate committees of Congress a report on Operation Observant Compass, including the specific goals of the campaign to counter the Lord’s Resistance Army, the precise metrics used to measure progress in the campaign, and the actions that will be taken to transition the campaign if it is determined that it is no longer necessary for the United States to support the mission of the campaign. Not less than 15 days before the date on which funds are obligated to provide support under subsection (a), the Secretary of Defense shall submit to the appropriate committees of Congress a notice setting forth the following: The type of support to be provided. The national military forces to be supported. The objectives of such support. The estimated cost of such support. The intended duration of such support. In this section: The term appropriate committees of Congress means— the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate; and the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on Appropriations of the House of Representatives. The term logistic support, supplies, and services has the meaning given that term in section 2350(1) of title 10, United States Code. The authority provided under this section may not be exercised after September 30, 2017. Section 1206 of the National Defense Authorization Act for Fiscal Year 2012 ( Public Law 112–81 ; 125 Stat. 1624; 22 U.S.C. 2151 note) is repealed.
