Any action taken under this Act or any amendment made by this Act with respect to a foreign country shall terminate on the earlier of the following two dates: Not later than two years after the effective date of such action unless expressly reauthorized by law. The date on which the President transmits to Congress a certification containing a determination of the President that the government of such country has resolved any unresolved abduction case or has taken substantial and verifiable steps to correct the pattern of noncooperation at issue, as applicable, that gave rise to such action.
