Not later than one year after the date of the enactment of this title, the Commission, with the support of the Secretary, shall prepare and adopt by vote a strategy for the collection of data on the Gulf of Mexico red snapper fishery that shall include— measures to enhance interstate collaboration on the collection of data regarding the Gulf of Mexico red snapper fishery; and a plan to undertake annual stock assessments of Gulf of Mexico red snapper.
