The Secretary of Labor may prescribe regulations to carry out this title and the amendments made by this title. The Secretary of Labor shall consult with the Director of the Office of Personnel Management and the heads of any other agencies whose programs are affected by this Act in order to standardize, to the extent possible, the process for establishing the existence of a domestic partnership under each such program.
