This subtitle and the amendments made by this subtitle— take effect on the date of the enactment of this Act; and apply with respect to funds made available to carry out the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 or any amendment made by that Act on or after such date of enactment.
