Sec. 2064. Restriction on charges for certain surplus water

No fee for surplus water shall be charged under a contract for surplus water if the contract is for surplus water stored on the Missouri River. Of the amounts previously made available for “Corps of Engineers–Civil, Department of the Army, Operations and Maintenance” that remain unobligated as of the effective date of this Act, $5,000,000 is hereby rescinded. None of the funds under subsection
(b)may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to the Concurrent Resolution on the Budget or the Balanced Budget and Emergency Deficit Control Act of 1985, as amended.
