Unless otherwise specified in this section, this title (including the amendments made by this title) shall take effect 30 days after the date of enactment of this Act. Section 3553 of title 44, United States Code, as added by section 101 of this title, shall take effect 180 days after the date of enactment of this Act. Section 3554 of title 44, United States Code, as added by section 101 of this title, shall take effect one year after the date of enactment of this Act.
