Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall conduct a study and submit a report to the Congress on— the availability of inpatient beds for treatment of mental health disorders; the impact of such availability on access to, and the quality of, mental health services; and the impact on individuals with serious mental illness and on States of the exclusion from medical assistance under section 1905(a) of the Social Security Act (42 U.S.C. 1396d(a)) of payment with respect to care or services for certain patients in an institution for mental diseases.
