The purpose of this Act and the amendments made by this Act is to strengthen implementation of the Senator Paul Simon Water for the Poor Act of 2005 ( Public Law 109–121 ; 119 Stat. 2533) by— improving coordination and oversight of international water, sanitation, hygiene, and sustainable water management programs within and between United States Government agencies; increasing the sustainability of United States Government-supported water, sanitation, and hygiene programs, including in terms of affordability, accountability, and financial, operational, institutional, and environmental sustainability; enhancing water, sanitation, and hygiene expertise within the United States Agency for International Development and the Department of State, which shall include a whole of agency approach to establish a learning agenda aimed at increasing the quality, effectiveness, and sustainability of the United States Government-supported water, sanitation, and hygiene programs; and ensuring water, sanitation, and hygiene programs and strategies are reflected in and supported by other development initiatives such as food security, global health, environment, education, gender quality, and conflict prevention and mitigation within and between countries, with the goal of meeting the needs of the poorest and most marginalized people.
