None of the funds made available by this Act shall be obligated or expended on travel, conferences, or employee awards programs that are not consistent with applicable Federal law, regulation, or Executive Order. Not later than 90 days after the date of the enactment of this Act, each Inspector General, the Director of the Administrative Office of the United States Courts, and the senior ethics official in the case of an entity without an inspector general funded by this Act shall submit to the Committees on Appropriations of the House of Representatives and the Senate a report on the procedures of the relevant establishment or entity to ensure compliance with applicable Federal laws, regulations, and Executive Orders on travel, conferences, and employee awards programs, including an evaluation of the effectiveness of such procedures.
