Using the amounts available through the Fund under section 2(b), the Secretary of Labor shall, subject to subsection (b)— allot $8,000,000,000 in accordance with section 4 to provide subsidized employment to unemployed, low-income adults; allot $2,500,000,000 in accordance with section 5 to provide summer employment and year-round employment opportunities to low-income youth; and use $2,000,000,000 in accordance with section 6 to award grants on a competitive basis to local entities to carry out work-based training and other work-related and educational strategies and activities of demonstrated effectiveness to unemployed, low-income adults and low-income youth to provide the skills and assistance needed to obtain employment.
The Secretary of Labor may reserve not more than 1 percent of the amounts available through the Fund under each of paragraphs
(1)through
(3)of subsection
(a)to pay for the costs of technical assistance, evaluations, and Federal administration of this Act.
